Can you port the engine without taking it out!
I pretty sure that you can't,and i know it's best to do it when your putting in a new engine to cut down labor hours.But would a mechanic have to charge you a engine removal,port job,then to re-install. Or is there any parts that can be removed,ported without doing the whole engine removal?

No, you can't do it. You would get metal flakes everywhere in the engine, plus you couldn't get to the intake ports. You can port the manifolds and throttle body if you want.

Actually you can. My brother always said, "I can put a Ford Fender on a Chevy Car and make it look like it came from the factory. Just costs time and money. How much time and money do you want to spend?"
First you need to fabricate a very flexible dremel tool long extension type with a high speed vacuum attachment to catch the filings. Then you need to mount a flexible camera eye to the end of this. You also need to get the vibration down, so you need to isolate it from the vibrations. (dental office tools about $25,000 to start)
Once this is done, you need to generate a 3 dimensional x-ray analysis of the intake and computer map it so you can determine how much of porting you wish to do. Once this is determined, you need to create an interface link between the dremel tool, camera, and map program to start the porting process. ($1.2 million dollars)
Once this has been determined, rotate the engine so that the chamber is at it's largest at the intake and the rotor is not in the way. Start grinding. Once finished with each, fill the chamber with cleaning solution and remove all debris that might have been missed by the vacuum system. A stethescope type sonic cleaner may come in handy at this point. Fabricate it and utilize it to free up the debris. ($1.2 million more)
Once completed, remove all the equipment, turn the key, blow the engine with one spec of dirt, call the local expert tuner, and have them replace your engine with a street ported engine manufactured the standard way. ($3500)
