I removed the rag and raised the idle with the air bleed with the isc disconnected perfect idle but would lower with electrical load and ac. Can someone tell me how to rule out the isc or air leak?

That stuffed hole is for the ISC solenoid and the little one on the right is for the air adjusting screw.

Maybe your PFC is screwed up!

93 5 speed touring twin turbo

Air pump removed
Oem catalytic replaced for bonez cat with the outlet line capped
Jdm upper and lower manifolds
Jdm TB modified to work with USDM throttle cable
New throttle wire
New clutch switch
New engine harness
Powerfc with modified ac relay fix and 4 wires cut from emissions
Steve Kan tuned - he did not see the idle surging because at the time the idle was dropping minimally from 800 rpms to 750 with a.c on
All emissions removed - kept double throttle body and oem fuel pressure regulator solenoids
Modified rats nest
New racing mangector spark plug wires 10mm
New oem spark plugs
Vitton check valves
17lb Braille battery -tested good
OEM alternator 90k mile old-tested good
Pettit racing pulley kit
M2 intake
Jdm y pipe
Pettit racing thermostat and switch
Kan tuned 85 degree maximum cooling with both fans on

Okay... Lets try this again.... I have no air leaks.
Isc works with oem computer in all settings and ac blows ice cold with no fluctuations (however not the case with the powerfc which makes the idle bounce with a/c on)

We know that somehow the isc is asking or getting too much air when the powerfc senses the a/c load... How else can I control air flow for the powerfc to recognize it? Or could it be low voltage or a bad ground? I thought the powerfc relay fix will enable the powerfc to see ground. It's gonna be something with the powerfc either not sending or receiving the right feedback to compensate for the increase in airflow.

Below is an updated log. Cam from pettit told me the car is suppose to idle with the isc disconnected but mine didnt so i used the top throttle screw to set it to the 720-750 idle then closed the air idle screw but nothing changed.

Everything is fixed!!! All I had to do was follow the directions.... 10 min idle (without any loads) 10 min with defroster on and 10 minutes with a/c on and defroster off. It literarily took 7 to 8 minutes before the surge stopped! Let it idled for 5 minutes more then turned the car off waited 1 minute and started it again and the surge was gone"!!! So if your idle is bouncing or hunting or surging with the air conditioning on but works on all other settings all you have to do is wait... It sounds easy but all of us who had or have this problem do not like to hear the engine for crazy for longer than 1 minute or two but I was fed up and waiting a few minutes longer fixed it""""""!!,!!,!
