Bouncing Revs Upon Start Up

Recently I started my FD and the second the car turns on, it revs to 2000 rpms and starts bouncing from 1000-2000 consistently. My car used to idle perfectly fine before but now the revs keep bouncing as long as the car is on. Sounds like I am purposely revving the engine. I checked the voltage on the TPS and everything is good. Can anyone give input? Thanks

the bounce is the ecu trying to get the actual speed closer to the target speed, mine does this too, but only in a small temp range. first stop is to set the base idle speed, after that the Thermowax is adjustable.

Could also be a stuck ISC. Do a search on cleaning the ISC, it's not hard and fixes a lot of weird stuff.

Do this happen out of no where because my idle was good before?
