the kid didnt really emphasize this but radiation works both ways.. in the mightycarmods shop black paint caused the IC to radiate heat better, problem is the test was rigged in that they were surrounded by cool air

Without looking at either video, i would say that the black paint would make the aluminium hold heat longer, as the aluminium surface is not exposed directly to the air to cool it down.

There is a cool new process that coats pieces with a color that radiates heat off in a spectrum that is non-interference to the atmospheric spectrum so the heat radiates right from the hot part to the cold of space (maximum delta).
And its a mirror finish that reflects infrared away from the piece.
So, hopefully soon we will have a new heat exchanger coating if this tech takes off!

you don't want an insulating paint, it is less efficient. as you would now need to conduct heat not only through the AL but also through the paint, but it probably has a thin layer of air between the paint/intercooler in some spots as well.
We have noticed the largest gains come from getting cold air into a very large intake filter. This reduced the pressure drop across the filter and lowers the air temps from the turbo since the turbo is running more efficiently, also you are starting with colder air from the cold ambient air intake.
The intercooler may drop the temps a little, but we have found that getting cold air into the intake is higher priority. then duct a smaller intercooler well to drop as much as you can.
It was 46F outside when I took my car out on the highway a few days ago. my intake temps were 8C, 46.6F. I was boosting some as well and have water injection and a tiny bit of meth. car went down to 6-7C.
When I got back to the house I popped the hood and decided to feel the hot side and cold side of the intercooler. the intercooler hot side was surprisingly cold. the cold side was really cold. The key being, cold air into the turbo, colder air out into the intercooler, and drop as low as you can go. mine is well ducted.

At the end of the day, painting your intercooler and/or pipes won't make a significant impact on power or intake temps. If you really want to make a difference, LookAtMe has the right idea - a good intercooler with good ducting and an efficient air filter that can draw cold air.
That's the smart way to go about it.
