Some more info on it:
That hose is the bypass air hose from the AIR CONTROL VALVE (ACV) that regulates the amount of secondary air injected into the Exhaust Ports and Catalytic converter. When air injection is required the ACV valve opens and the Air Pump (AP) is turned ON (buy the clutch engaging) when less air than the total output of the AP is required the ACV cycles rapidly open/closed and the extra air is vented out the bypass tube (this produces the mooing sound) Throttling the air this way is MUCH easier on the AP, pullies & belt than cycling the clutch rapidly to control the airflow. plugging that tube will cause extra loading on the airpump, pullies and belt, and excessive pressure on the ACV. Much the same effect as removing the BOV would have on the TURBO-
