Looks like in the picture you have your ACV pipes and behind that you ABS heat shield. Not to sure which part your talknig about.

You'll need to keep it if you have a catalytic converter.

The ACV derects air from the airpump, so if you eliminate it, then also either unplug the airpump or eliminate the airpump.
