4000 rpm and chugs?

So i have a 93, about 15k on motor about 6k on turbos. downpipe, idpipe, high flo cat, pfc. At the first start up of the day the car doesnt like to go over 4000 rpm even once warmed up. If you go over, no matter how slowly you accelerate the car will chug. After about 10 minutes of driving its fine and drives like it should. Anyone have any ideas on where to start? I am thinking fuel filter.

are you sure its 100% warmed up? do you have a water temp gauge or pfc to tell you?

If it seems temp/time dependent, I would start with the things that go off of temperature:

1. Double Throttle
2. Thermal Wax rod
3. Fuel thermosensor
4. Water thermosensor
5. Air intake thermosensor

I would start checking those things first.
