Look under the car..there are little ***** under each headlight..should be able to see them when you lay under the car from the front.
Sometimes they are covered by a Rubber cap..sort of looks like a Squished Hat.
That cap just pulls off to reveal the **** gear Head.Turn that to your liking.

NOTE: if you do this WITH the Fuse in,when you hit the switch it will revert back to closed or open.
SO,best bet is to set the lights the way you want them with the Retractor fuse OUT.The lights will remain open and you can turn them on and off by the headlight switch.

OP: you are now encouraged to post in SEC GEN SPECIFIC as you are lo longer a NEWB.

It's in the owners manual and probably on here too, but I'll chime in. If you reach under the front bumper cover directly below the headlamps, there are (but probably not anymore) rubber covers over the base of the motors. There is a small **** that you can twist to deploy or retract the headlamp bucket. However, if you leave the headlamp fuse in (located on driver side fuse block on strut tower), they will attempt to stay closed or open fully.

This is the lazy guy lazy eye mod.
