it is not that old so i don't think that it could be a clogged and if it is clogged what would make it do that and when i start it sometimes i smell gas but it comes from the exhaust

have you removed the airpump? this could be the prob for it to clog so fast. just take a broom handle or something and nock the guts out of it. Or just go to an exhaust shop and get them to make you a piece of pipe to fit in its place, just don't tell them exactly what is for

It could also be that it's operating properly. The purpose of the catalytic convertor, through several other mechanisms, is to start a secondary combustion process. Considering this, it's not surprising you'd see the cat glowing red. It's perfectly normal.

Please note: YOU WILL NO LONGER PASS EMISSIONS!
And I see you're in Cali so you need to I assume. They are not suggesting you clean it out like you clean your room. They are saying clean it out as in emptying all the contents of the cat so it does not perform any function except allowing the exhaust to continue on its path to the muffler(s).
