Start with a good high flowing exhaust first, installing items dependent on your emissions criterea...Search...

#1 best upgrades = basic maintenance.

#2 for a n/a car all you can do for simple upgrades is breathing mods.

for a n/a maximum hp isn't really a whole lot of hp.

1 If you wanna pull the most out of it w/o come means of forced induction then figure out a reasonable HP you want or 1/4 mile.. by resonable i mean under 200 not sure if with a large streetport you can get upwards of 200, some say you can some say you can't, haven't done it myself,... Yet!,

2 If you want to take "Full" advantage of your engine w/o porting then start by making sure your engine is working fine, ie: clean injectors and new fuel filter, change oil and filter, new spark plugs and wires, make sure all your sensors are working fine, (here you might wanna get a hold of a Haynes and the FSM "Factory Service Manual") flush cooling system get a good clutch if the stock or current one is on it's way out. MAKE SURE YOUR AUXILERY PORTS ARE WORKING!

2B get a compression test done, if compression is under 85psi you might want to start saving for a rebuild, anything from 85 - 100 is good and anything over 100psi is great

NOTE: Everything from here on in is pretty much assuming you don't give a damn about passing emissions

!!TAKING ADVANTAGE OF EXISTING POWER!!

2C Start getting rid of any unnecessary pulleys ie: power steering, A/C, Airpump, clutch Fan if you wanna go electric

2D Get rid of any weight you deam unnecessary, this is totally up to you ie: some ppl get rid of their interior (like me although i'm not doing it completly by choice)
getting rid of the heavy sunroof can alway be a possibility (did that one by choice, but you might wanna find someone that can either weld it shut and do a seamless job as well or you can close it off with plexiglass)

!!ADDING POWER!!

3 Next getting, a nice flowing filter to put on the MAS (Mas Airflow Sensor), some custom work is required on your part unless you get the adaptor which is sold on ebay since the air inlet to the sensor is square.

4 If your good at porting then do a search for the Thottle body mod (TB mod) or if your not good and still wanna do it see if there's anyone who you know or there are ppl on the board who will do it for a set price, this will make the car more responsive and get rid of some unwanted things that you won't need if you want power

5 Next get an SAFC (or some over means of fuel control) to lean that sucker out, these cars run pig rich (if you wanna go to the extreme get a haltech since it allows you to mess with the timing as well but probably not the best bang for the buck in an N/A)

WARNING: SINCE YOU HAVE AN S4(86 - 88) AND THE AUX. PORTS ARE ACTUATED THROUGH EHXUAST PRESSURE. IF YOU USE A FREE FLOWING EXHAUST YOU MIGHT WANNA DO A SEARCH ON PORT ACTUATION THROUGH AIRPUMP SINCE THERE MIGHT NOT BE ENOUGH PRESSURE TO OPERATE THE ACTUATORS SOON ENOUGH IF AT ALL. IF YOU PLAN ON REMOVING THE AIRPUMP THERE ARE OTHER WAYS OF ACTUATING THE PORTS SO SEARCH.

6 Get an nice flowing exhaust (again this is assuming your not a tree hugger).
www.Mazdatrix.com has quite a selection of exhaust by RB ie: collected header, full exhaust w/o cats and RB headers, or my choice, the Mazdatrix Straight Dual Exhaust. This system is quite loud so if exhaust loudness is an issue in your area then i suggest getting the collected header or find some really quiet mufflers for this system. Both these systems come with either RB or HKS mufflers

Hope that covers it

Good luck with your RX-7

A lightweight flywheel is a decent idea, though a bit costly. Swap an s4 gxl diff. if your car isn't a gxl. Limited slip = King of the road. Redundant grounding is a must on both coils. The archive has a great write-up with pics. This gives a noticeable improvement in power and is dirt cheap.

Yeah as far as I've ever known, all GXLs had the limited slip. The base model didn't, I had to swap mine from my GXL parts car. What a bitch job.

go to the 2nd gen archives and scroll down until you see an entry on "how to make a beefy N/A. Its in there somewhere. You will have to strip all the emission equipment off including 5th and 6th port sleeves and gut the intake manifilds. then port and polish what you can, there are alot of pumps. make the plastic elbo infront of the throttle body so that you can see the butterflies from the other side of it. there is a piece of thick plastic that you can cutt out and make the path straighter. If you want to make power, you gotta ditch the cats, all of em. Some sort of cold air supply to the filter is also needed. 3" dryer ducting is nice and you'll have to cutt a whole of equal size in the floor of the area of the filter. BE VERY CAREFULL OF WHAT YOU CUTT. I highly reconmend generally smoothing of all of the pieces of the intake tract and using something like "Magnum Steel" (yes that really is my name and I AM a **** star!) to close off the holes left by the actuator rods for the 5th and 6th port sleeves. ditch all the cooling stuff on the throttle body. smooth everything. think, how can I make this air have an easier time in and out of the engine. knife edge the throttle plates. make sure the dynamic chamber fits the UIM. its all in the archives. good luck!!! Hope its better than mine!!! I hate my car right now!!!!!!

I made my 86 NA run a 15.2 in the 1/4 with 20 bucks worth of exhaust pipe, a cone filter, and racing beat back. run no cats, get a good exhuast, make a decent intake. do maintnence, Spark plugs, o2 sensor, plug wires, fuel filter, oil change, remember everything on your car is 18 years old. just what i told you there got me my 15.2, BUT my compression was 115 on ever face of each rotor so I have great compression hopefully you do to,

Since i ran the 15.2 i also got the 4 piston brakes and switched the car to 5 lug, as well as added an lsd and ported my TB and make a real intake not just a adapter and cone

i know im saying exactly what others are but get a full exhaust and intake, then start finding ways to make the car lighter. n/a's love losing weight and your starting off with the lightest of 2nd gens. after that you can port the motor and/or the intake manifolds, get an ignition box(msd), clutch/flywheel(upgraded), and a SAFC or other EFI controler and dyno tune. after that you'll know what mods are left so do what we say, you wont be dissapointed.
