Isn't that the vacuum connector for the brake booster?

I would also have to wait till tonight to get back to you about the hose, but your starting problem is probably unrelated. I put a rebuilt engine in my 86 na a few months ago, and it just turned and turned all day too. The starter turns way too slow in my opinion, especially when starting a new motor. Then I had my friend tow me with his car and popped the clutch in 3rd. Away it went. Sometimes I think the apex seals need a bit of a shock to force them out of their grooves to make good contact with the housing. Try bump starting it, it may be that simple.
I'll check back tonight to see if anyone has helped out on the mystery hose issue.

It appears to be the nipple that connects to the split air pipe going to your cats, if you have them....

The hose right above your hand is the brake booster line.

Yeah it is definately the line to the cat, and it should have a split in it to a smaller line which goes to the air control valve. Depending on your mods, like whether you are still using exhaust backpressure to activate your 5th and 6th port actuators, you may need it. Hope this helps.
