Which B18 is it? There's some pretty big differences in numbers between them. The Type-R motor has about 195hp according to honda-tech. The B18B only has 142. Then there's a GSR motor that's somewhere in between there. If he has a Type-R motor with a couple of mods on it he might be able to beat you. If he's got the shitty one, which he probably does, then just try not to stall your car off the starting line.

hhahaha, just use intimidation techniques!! rev the **** out of your motor so he gets nervous and over-revs at launch. You take off slowly and watch him spin his tires back at the starting line!
Why are you even bothering with a Honda. The only Honda worth racing are turbos and even then they're crappy.

You got 200HP stock.
He's got 165-195HP depending on the B18, plus a heavier car. An exhaust/etc. might give him 20-30HP. Maybe another 10 or so if it's tuned. I dunno, just guessing but worst case it's not gonna be much more than that.
Just get a high flow cat (or straight pipe) and some mufflers. There, you're done. If he's just BSing you and only has a couple mods/etc., then you'll be fine with just a stock TII engine.
And what's with people bashing Honda all the time? NAs are almost always slower than turbos. I'd take a Honda NA over most other NAs.

No **** I have as well... if this is a GSR with the close ratio GSR trans in a lighter hatch with LSD you will need lots of grip.. a good tune up about 15psi and a prayer...
Expect his car to be a mid to low 13's car if not faster.... if u can do that cool ir not good luck
