What is this?

While looking through the extensive image gallery on BDC motors I found this picture.

Its attached to the exhaust manifold and is a separate line off of the turbo line. My guess was some sort of wastegate but I am unsure.

Please help

I may be wrong, but I think thats the air regulator for the flux capacitor. Probably off of a DeLorean.

What happens if you swap to a turbo that has an internal wastegate, do you have to buy a new header?

and wait a second, does this mean exhaust gas is blown out into the engine compartment? Isn't that potentially bad/illegal because it doesn't pass by a cat ?

That appears to be an HKS wastegate, you could block off the flange if you were to get an internally gated turbo. On the other hand why buy an HKS cast manifold with provisions for a external gate?

Some dump tubes are routed back to the exhaust & some vent out.

generally people with larger turbos like that, have no cat.

It's a manifold not a header.
