Wastegate porting? or Pop-off valve?

Newbie just entered into forein area called boost creeping...
Which I think what it is...
I have put 3" exhaust with highflow cat.
I was letting it go on highway,,, in 1st gear I floored it and about 6000rpm range it stuttered and no more go.
So , I stopped..

I started again lightly and consistent pressure to bring up the rpm and the boost..
I could notice the boost level rise up higher than normal when I push it little bit.

I didn't push it but I am pretty sure when the car stuttered the boost lever went way up...

So I was wondering if the porting a wastegate better idea or getting a pop-off valve?

Plz help...

a pop off valve is not used for lowering boost. it is an emergengy backup like a fuse.

the only way to lower boost is to port the wastegate or limit the air in/out of the engine (smaller exhuast)

if you car is "stoping" you are probably hitting fuel cut.

first step is to get a real boost gauge so you can see what you are really hitting.
