Very low power to coil packs

getting very low power to leading and trailing coil packs, around 300 mV, on both. Given that they are both getting power, I assume it is a grounding issue, however I checked to make sure all ground connections are good, using https://www.aaroncake.net/rx-7/grounding.htm as a guide. I did have to take out the old wiring harness due to damage and replace it, and and the car was bought as a roller, so everything in the engine bay I had to put in myself, save for brake parts. Is there a part I am missing, or is this an issue with the harness/I messed up a ground? (yes, ALL engine bay fuses are new).
