Unknown Disconnected Hose

There is just this disconnected line that I have no idea what it supposed to do. I was hoping someone knew what it was and did, I've checked the shop manual and can't seem to find it

The 5th and 6th port actuators operate when 2lbs of back pressure is applied from the split air pipe coming from the exhust system. Without this pressure the port sleeves will not function at all. Loss of hi end power!

My question is how do you keep the sleeves from sticking due to carbon buildup over time?

How often should you redline the engine on a daily driver?

Is that line connected to the lower intake manifold?

Im taking a look at my LIM and i'm not seeing a pipe that comes off it by the actuators like in OPs picture...

I see that you have an aftermarket exhaust system. It's possible that the system is missing the backpressure tune and is likely not functioning at all. You would notice a higher rom power increase if you were to get the system operating.
