No boost, it may smoke, or it could sound like ball bearings in a blender. Those are just a couple signs of a turbo failure.

well the oil pressure is high and the boost guage flickers when it goes up and pops as well

if you really want to check it pull the turbo off and check for shaft play side to side and front to back

Have you checked the common things like;
shaft play?
vacume leak (or boost like one in the same),
wastegate... most of these things could lead to what you are explaining!
