Turbo experts - need help

So here's the deal - I havebeen working to improve the driveability of my TII and I am having an issue. When driving and hitting boost I get an enormous amount of sound from the exhaust that sounds like the boost is bypassing the system and heading out the wastegate into the exhaust. My boost registers about halfway up the gauge, but I don't feel that I'm getting the increase in performance. I also do not get anything coming out from my BOV when shifting or letting off after boost. I have looked at the vacuum lines around the wastegate actuator and replaced one of them since I had to practically destroy it to take it off. The actuator is attempting to move with a vacuum tester, but I don't get any movement from the wastegate. If I move the valve arm manually it moves in the direction of the rear of the car against spring pressure without vacuum. I'm not usre if this is how it normally operates or if I am having an issue with the wastegate sticking and not allowing the boost to go into the engine.
Should I do anything to fix this or anything else to check it out? Also I have checked the turbo and I can move the compressor wheel and while there is a little side to side movement it appears to be working well and sounds good too. Could this be a problem with the turbo? If so is there a turbo that would replace the factory turbo without having to change anything else?

I would appreciate any help.

I think the wastegate actuator is supposed to be difficult to move by hand, so if it's easy you probably need a new actuator.

I had to use a pair of lock pliers to grasp the arm to make sure it would move at all, so it's definitely not easy to move.

the waste gate is pressure activated not vacuum activated, so a vacuum pump will not move the waste gate. make sure no vacuum leaks are present. Do you have a non factory boost gauge? if so what psi is it boosting? Louder exhaust is normal under boost.

It sounds as though the boost pressure is going right through the exhaust. I haven't heard another RX that sounds that way under boost. My 86 never sounded like that. The exhaust sounds like a loud WOOSHSHHSHSH thru the exhaust, just like air through an air hose under pressure.

What is your boost pressure at? Do you have an exhaust leak? Do you have the stock BOV or aftermarket? If its stock, you cant really hear it at all unless you put your ear right next to it since its routed back into the intake stream. If you want a turbo thats better then stock and still bolt on to the stock manifold, look into the BNR turbos from BNRsupercars.com. I have the stage 4 on my car .

I have an ACR BOV and have just replaced the exhaust and can't find any leaks.

It's strange I see boost pressure on the gauge but don't really feel that push from the turbo you'd expect. Also The air sounds like it would be coming from the exhaust. Is it possible it could be coming from around the engine block and while driving sound like it's from the rear???
