trying to understand

how does putting oil or atf in the leading plug holes help with a flooded motor if the spark plugs are fouled out and how do i keep the plugs from doing that

helps build compression on the apex seals.

To keep the sparkplugs from fouling, don't flood the engine

have you followed the FAQ for FC unflooding proceedure first???

Oil or ATF should be considered a last ditch effort after exhausting other starting methods

is it a problem if the motor has been street ported and if the oil is a last ditch effort what do i try before using that

You also failed to mention to your friend about the FAQ and the wrath that follows for asking questions of this sort. New rebuild or not, it's still flooded.
