Too much boost??

About 3 years ago my set-up on my 88tII included:
TID mod/Cone fliter
ported wastegate
down pipe
aftermarket main cat
and custom 2.5 inch cat back with a borla XR1 muffler

I was running about 6psi peak boost with this set up.

Now I have a jspec block and turbo (ported wategate) with the same set up and I am seeing at least 10 psi (didn't check to see how much higher it would go after 10 cause I didin't want to blow the motor). I know it will go higher if I wind it out in 3rd or 4th gear.

Does this sound right to you guys or does it sound like my boost gauge is reading high?

I was hoping to be back at 6 psi and then put a boost controller on and bump it up to about 8 or 9 psi cause I dont' want to blow the new motor.

I went as big as I could go with the stock flapper.

Put a restriction in the intake.

Besides putting the stock intake box and TID on, is there anything I can put in there to restrict flow?
Smaller diameter pipe?
Some sort of a plate similar to an exhaust restrictor plate?

All of those would have an effect. To what extent I am unsure. The restrictor plate would be a good idea.

Make it uber small to start out with, make a few runs to determine maximum boost, and if that wasn't enough or lower that what you consider safe, enlarge the hole.
