also check any bulbs you recently put in... if it's the wrong one it can make your lights do funky stuff

I switch mine to LED's and it didn't do anything weird except make my stop light in the idiot light cluster come on and hyper mode my signals.

YOU Put the Wrong Type of Bulb in!..Double check the Bulbs.I bet you put in a Single filament Bulb where there should be a double filament bulb,or Vice versa..(..Layman's terms:Two types of bulbs are used on the Rear of the Car.Ones that just turn on and Stay on,and Ones That also are for Brakes, and signals.they are the ones that Have Two filaments.)

Covered in the FAQ for FC sticky thread found at the top of this section. Always read the FAQ for FC before posting as many commonly asked asked questions are answered there.

The FAQ is gold you should definitely give it a read, however I think your culprit is just a simple fuse, good news is it's an easy fix.
Not sure of the wiring differences of US-spec Vs. J-spec but I would be 90 % sure your problem rests here

If I took that fuse out of my car I would lose taillights (not brakes), Driving/FTP lights and instrument cluster illumination sound familiar?

Probably not.

Probably a burnt light switch harness or light switch as covered in the FAQ for FC sticky thread found at the top of this (the 2nd gen RX-7) technical section.
