List of things to check:

Wastegate actuator rod: Is it connected to wastegate arm on the turbine housing (as mentioned above)?
Did you check the timing?
New plug wires and plugs?
Also, are your secondary throttle plates functional? perhaps stuck?
Does the intercooler leak? Are all clamps secure?

Just trying help a fellow VA rotorhead...

^^Another thought regarding timing- You might also want to make sure the pulley is installed correctly on the eshaft. My brother bought a TII with a fresh rebuild that was exhibiting loss of power symptoms as well.

I adjusted the timing several times with a light, checked everything over and over again. I finally popped the pulleys off only to realize the guy had installed them incorrectly.

You can hear the BOV.....as in, all the time? Maybe you have an insane boost leak?
