Tachometer question and strange idle

Where's the tach meter needle supposed to point at when engine is off?
Mine points above the 0 mark (the 0 has 2 big marking), I guess it points at 200 rpm mark.

2nd thing is after driving on freeway (80mph) and then comes to stop, the idle stays at 9-950 and wont go any lower. (This only happens after engine shuts down, then start again and drive, like after getting gas at gas station)

any idea??

Thanks in advance

car is a 88 turbo all stock.

How do you figure???

Pull the steering column surround off (4 screws), then the gauge surround (5 screws) then the cluster (4 screws). reach around the back, unplug the speedo cable, and two (three if it is a S5 automatic) plugs, and pull the cluster out.

Pretty simple.

Then either unclip, the plastic panel or unscrew (depending on series) the plastic panel. Now you have access to the tach needle. Push the needle down to the position in needs to be in when off and then re-assemble.
