How do you know that the Starter has no power going to it?(how did you tset for Voltage?)..the Negative wire from the Battery gets Ground off of One bolt that goes through the Starter/Trans/Engine,that Holds a Terminal(more like a flat plate like piece of metal) on the Harness up against the Engine for grounding. .That bolt is a Long Sucker(about 4 inches long)..The Positive goes Onto the Starter Terminal..The Solenoid Gets 12 volts from the Switch when turned to Start from the Small wire on the Spade terminal on the Starter..Check your 80Amp MAIN fuse on the fuse Block(engine bay)..and also Make sure all connections are GOOD..DID YOU Connect the Battery Backwards Recently?..if so the fuse is most likely SHOT.The fuse is Held in by 2 10mm Bolts(on ecah side of the Fuse Block),you can't just pull the fuse out By hand.
There's a starter cut relay but only on cars with Theft Protection from the factory. When there is no relay on the harness, like for cars without Theft Protection, there will be in place of the relay, a BLUE jumper connector installed in the harness. It's under the Trail coil package in that case. Most likely NOT your starting problem.
If you pull this connector off the harness, and set it aside, you can get a piece of wire that reaches from the battery positive post, and run it to the BLACK/WHITE wire in the connector the blue jumper was installed in. The engine will turn over if the starter is good.
The Black/White wire will be in one of the two sockets the jumper in the BLUE plug mated with.
Transmission out of gear if you do this.

Starter Kill relay never dies--- in 20 year of working on FC's I have never seen a single one bad.
But it is easy to jumper if you think you want to waste your time.
I would expect the clutch switch that prevents cranking on all the 86.5 and later models to fail way way way before the starter kill relay, since even if the starter kill relay was to fail, it would fail closed, making the connection.
Did you check the clutch switch first? Did you even press the clutch in while trying to crank?

Well it was the battery terminals. I cleaned them up and it started right up. I noticed that I had 12 volts at the batter posts but not at the terminals. They looked clean to me. Anyways after 3 hours of screwing around im back on the road.
