If you're talking about the hose thats coming from the bottom of the canister, then its supposed to be like that. Does your car have any cats? If not thats why youre smelling gas fumes with the windows down. My car doesnt have any and it smells just like that. If you do have cats, then I'd get the car checked by some1 who knows about rotaries.

Hey, nice looking car very clean. You have the original floormats? Im impressed
If those arent, where did you get them?
There is no speed governor, you should be able to hit 130-135 on flat ground if your cats arent clogged. Ive hit 140 in my 88 GTU, but I dont have any precats.

Very clean car Dan. As for top speed, FCs can typically reach 130 with no problems. Just last night I had mine up to 125 before I decided to let off, so mine seems pretty healthy.
A good place to start would be your cats as Supermac noted. These can easily rob your car of power all the the powerband.

Please, by cable do you mean as in something similar to the throttle cable or cable as in an electrical harness? If it an electrical harness, count the number of sockets or pin if you will on the plug. I've got a feeling you do not have cruise control on your car. If that is the case then the plug is for the cruise control actuator. The car makers seem, thakfully, to install the same harness in all the cars whether or not the customer orders all the extras. In your case, if you do not have cruise control, all the plugs are there , so you can go to a wreck yard and get the actuator, cruise switch and the control unit for probably fifty buck and just install those parts. Even if you do have cruise control, write back telling how many pins or sockets on the plug.
