It is probably another pedestrian. It happens all the time. The fat ones usually don't make it under the car, they get brushed aside by the cowcatcher front spoiler..

I blew them up and added a 'legend' so that people would know what angles the photos were taken from.
My guess is that it's the air line that goes to the cat, but I don't know why the hell anyone would put that hose on it... Also, if it's that air line, it's currently sitting 90 degrees clockwise from where it should be.

Where does the pipe come from? Can you take a picture of that?

Wow, that's pretty damn strange! Some pictures of where the pipe comes from would of been nice. I'm guessing 1) split air pipe 2) ACV dump, 3) someone has one hell of a strange idea of a cold air intake. :-) (ignore #3)

Is the line flimsy? Looks kind of like a fuel line and its in the right spot

 

I'd bet $10 it's not the fuel line.

 

Part of exhaust/emission system for sure

on US/Canadian models it might be pipe which should go to main cat

on early euro models it might be separate exhaust/emission crap pipe.....yes, we do have 3 hole exhaust on 86 NA's here in europe.....2 normall mufflers and one single small pipe on side of drivers muffler...freaking weird, but i seen in on numerous FC's here and its for sure stock, nothing homemade...

 

Looks like the split air pipe.
It used to go from the LIM to the cat.
