I got a problem with my Turbo II 87
it doesnt boost properly, turbo works and all accesories
there is no exhaust on at all, could that give me a low boost problem
and also no air filter at all
and the air pump is off the car as well
any suggestions?

The twin scroll system has a little flapper in the turbo that directs exhaust at the turbine from a differnt angle so it spools faster. Then I think the flapper opens at a certain rpm to allow the turbo to continue building to full boost.
Are you getting slow boost or low boost? or both? What rpm does it make full boost or start to really pull?
Having no exhaust should make your turbo spool faster and give you higher maximum boost, same with no air filter, air pump shouldnt matter either.

little history:
I just bought a turbo II, not running
and fixed things here and there, like the fuel pump
and some tuning adjustments
I just got it back from the body shop and took off the exhaust cuz I am gonna do a custom 3" front to back with 2.5" y-pipe
but now I got this problem that its not boosting correctly
I went for a ride today, and it ran poorly (very little boost)
however it boosted only once properly for a short time between 5 and 6000 rpm
I appreciate it

I suppose it could be a vacuum leak too if the car doesn't idle correctly. Did it boost ok before you took the exhaust off or before you went to the body shop?
