Series 4 Turbo - Cold Start / Warm Up Not Working

Hey everyone, we figured out the issue o. why we couldn't set the idle sp now we ve got the timing and tps set, but when I crank the car, it stars fine but idles around 500. As it warms up , it idles up to 750/800rpm. I'd like to make it jump to 1500rpm or whatever it supposed day to crank until it reaches operating temp. I've looked at the FSM but I've just not seeing the information I need so I figured I ask here. What causes or 'tells" the car to hold at a higher rpm until it warms up? BAC? My motor is out of an 88 jdm car, there's no thermovalve or AWS which im assuming is normal for them. The neutral safety and clutch switches ate de-pinned,I wasn't sure if those being removed would cause it to skip the warm up sequence. I didnt know if it was linkage/ mechanical.

See page 4B-62 in the FSM. Fuel and Emissions Control Systems - Turbo.

The Thermowax and Fast Idle Cam / Idle Cam / Roller are what keeps the RPM higher when the car is cold.

When the Thermowax is cold, the rod is not fully extended, which puts the Cam in a position that keeps the throttle plate slightly open. The throttle being slightly open is what raises the idle during 'warm up' of the car.
When the Thermowax is hot, the rod fully extends and the Cam is in a position that has the throttle plate now 'closed'. Which is like the 'operating temperature' position

From the factory there are coolant lines running to the Thermowax, the coolant passing through is what heats up the Thermowax, so make sure the coolant lines are still there and/or not blocked. You can tell if coolant is actually passing through the Thermowax by touch. When the car warms up, the Thermowax should get hot to touch as well. If it stays cold, the lines are blocked/not flowing.




To my understanding the BAC helps with idle as well and starting, but I believe the BAC helps idle more so with electrical load.
