Seat Belt Tension

In my 88 fc, if i tug on the seat belt quickly, the seat belt doesn't lock. Is this normal?

Also interested to hear an answer, but FWIW mine also does this.

I even replaced the seat belts a few years ago bexause I was concerned about it, and the "new" set also doesn't lock when pulled quickly. I seem to recall it only locking under acceleration / deceleration. I do remember that if I changed the orientation of the seat belt retractors, a little ball-bearing would move inside the unit and then it would lock normally (mimicking deceleration).

I'm not sure if this is normal or if both sets of belts I have are worn out in the same manner and the system is malfunctioning.

new cars lock instantly, but the FC doesn't. its an old car things are different, tastes change
