The harness looks to be an S4 harness - I'm 80% sure of that.

But, it doesn't come with the pressure sensor or the FCD, making it pretty worthless. Finding the individual parts is quite tricky. Also, I don't think that's a standard chip in the FCON - some Japanese shops burned their own FCON chips for people, so who knows what it's set up for.

I've seen good FCONs complete for that or less. I'd hold out.

That's definitely a Series 4. I personally wouldn't buy it without the FCD or Pressure Sensor either.

i mean i saw this hks fcd from ebay and maybe that would work

Look at the plugs, especially the BIGGEST plug - the pins are one two levels.

For a later Kouki model, on that particular plug, the 4 (or 6) pins on the left and right end are OFFSET and are not on the same level as the rest of the pins even on the other separate plugs.

Little trivia, the S6 FD3S uses the SAME plug on their ECU's...
