RPMs stuck at 4.5k

RPMs stuck at 4.5k
I first found something funny with my gas pedal when I was warming it up because I usually blip it from 1k up to 2k and let off, but this time noticed that when i blip'd it up to 2k it slowly wound back down to 1k instead of the usually instant wind down.
Then as I started driving, I got to an open stretch and took 2nd gear up to 5k and let off and put it neutral and when I did, the RPMs shot up to 6.5/7k and wound down and stayed put at 4.5k instead of going back down to 750/1k. Later after having a sort of ghetto cruise control, I pulled over on the freeway and suht off the car, but everytime I started the car it would instantly shoot up to 4.5k and stay there.
Managed to get home and now I'm asking the forum for a place to start to relieve this problem.
The only recent work I've done on the car was changing the brake fluid so I don't think I could have screwed anything with the gas pedal/throttle cable.... I think.

Update: After looking around for an intake leak and not finding one, I started to take a closer look at the throttle cable. I noticed that when I tugged on it, it did come to a resting position but the lever/arm thing wasn't where it should be. So I started to fiddled around with the throttle cable and the problem ended up being the cruise control cable got caught up with the throttle cable arm thing, pulled it loose and now it idles at a nice 750-1000 instead of the loud 4.5k.
