rotor oil seal o-ring bad?

I had to take out my just-installed rotor oil seal o-rings for the rotor bearing to be pressed in. Now, after trying to put them back in, they will not seal and justs pops out. What could be the problem?

Wrong (sized) seal?
Seal damaged?
Seal contaminated?
Debris stuck under the oil control ring?
Rotor oil control ring groove damaged?
Not enough oil for installation?

First - like Ted said.
Then:
I use 2 clean blocks of 2x6 lumber.
Position the board, rings, rotor, rings, board sandwich on the floor & stand on it.
After a few seconds the O-rings will squirm into position.
