Say what?

Housings are the same for both the front and back

The Turbo II housings are different from all the other housings available in the FC.

On a series four the rotor housings ARE NOT the same. But only for emissions purposes. If you are not concerned about emissions, you can swap with no problem. If you have to pass emissions you'll find the Port Air WILL NOT go to the exaust ports because the passage for the Port Air is now blocked because you/they have swapped the rotor housings.
