Rebuilt engine problems

Ok guys this issue has come up many times i know because i done allot of reading. i picked up an 86 rx7 that was siting for around 8 months it had a bad coolant seal so i just got it rebuilt but when we dropped the engine in it floods like crazy you turn it over than you pull the spark plugs and they are socked. my mechanic want to add a cutoff switch but i want to get to the bottom of the issue, what could it be other than the fuel injectors? Please help

water thermo sensor, idle mixture adjustment, high fuel pressure (bad regulator, blocked/restricted return line, ?), low compression...

most rebuilds have low compression thats why you need to let it idle for awhile or drive because they are a bitch to start because of the compression put a fuel cut switch in it will help you later trust me, i have one and save you alot of trouble. put some oil in your spark plug hole to help it start easier

Like stated above, rebuilds will have lower compression until they're broken in.
Out of curiosity, what parts where reused in the rebuild?

Freshly rebuilt and hard to start? Seems normal to me. Let it run for a while and break it in!
