If you are talking about the RE-Amemiya low profile mirrors you use two long metric screws into the two holes that line up.
I put some thin weatherstripping foam around the edge of the mirror to prevent gaping and used washers and locktite on the screws as you do not want to over torque them and stress the thin fiberglass of the mirror housing.
If you are talking about something else relating to mirrors- sorry, but your question was really vague with only the RE in the title and the two holes lining up making me think of my experiences with the RE Amemiya mirrors.
