I THINK it's the oil filler breather, and if so, then yes it should have something connected to it. Pressure builds up in there as things heat up and do all sorts of weird things, and something might fall in if it's open.
If you just block it off (without venting it) it can build up too much pressure and pop your dipstick right out of its hole, shouldn't be a big problem, but probably not happy if it ever falls out.

That looks like it goes to the center housing not the oil filler. In that case, air goes into the "crankcase" there. Yes it should be hooked up to something

Here ya go.
EDIT: Looked at the pic again and peejay might be right, but it's hard to tell from that angle. If the nipple's on the filler neck it's the line I've indicated, otherwise it's the one below it.

NZ convertible has it right on the vacuum diagram.
If you've gutted the vacuum spider, it's best to leave it open air vented. If you cap it, you'll pressurize the crankcase and get some MAJOR smoke.
Leaving it open will result in some oil seeping out from the fitting. Short term, that will work fine. Long term, you should get a vented catch can to catch the oil.

Hey guys I think I just figured out why my car has been smoking ever since I put in the new engine. I had that damn little tube capped off this whole time. I can't wait to go home and take it off and give it a try. THANKS GUYS! I'll let you know how it turns out.
