ok good news i got her a beater car (1989 prelude cant complain almost stole the thing) so it looks like i have about 2300 to play with and tiger automotive has the ecu engine turbo and trans and related parts fo 1200. so should 11 hundred be enough or how much more should i save up i am only going stock t2 stuff for now but i am not sure what else i am going to need parts wise ?

If you're planning on having someone do the swap for you, I doubt $1100 will cover it (unless you're paying a friend). A good mechanic's shop rate is around $100/hr, and it isn't gonna happen in 11 hours.
To give you an idea on the amount of labor going into it, I did an S4 to S5 turbo engine swap in maybe 20 hours with help, and that's just pulling an engine, swapping manifolds/front cover, etc..., then bolting it back onto the same tranny. You're going to need to swap the whole drivetrain (maybe not the diff, if you don't go LSD), so count on 30+ hours for someone that knows what they're looking at.
As far as what's needed for the swap, there should be a sticky on it, but it's:
engine
tranny
un-cut wiring
ecu
driveshaft
differential (optional)
boost sensor
fuel injector resistor pack
downpipe

Here are the details on the TII swap from the FAQ. Take it to your mechanic and ask for an estimate:
Can I swap a Turbo engine/Jspec engine/13BT/etc into my Non Turbo?
Yes, check these links:

How do I add a turbo to my NA 13B?
What Turbo kits can I add onto my non turbo RX-7?
There are no longer kits formally made at the time of this post, however there are companies from time to time that do make available non turbo to Turbo Kits. Because most of these companies stop building the kits, or go out of business in short time, it is impossible to keep active links for them.
Most people that turbo a non turbo make their own kits:
Using the stock TII turbo, exhaust manifold with spacer, NA intakes and NA ECU:
