I think that could be an unplugged AFM. Check the connection and try starting it again.

Does that happen when you turn the car while parked, or only when moving?

Oops, you said "when you turn the car on," not "when you turn the car"! I misread that. When you first turn the car on it should rev to 3k, not 2.5k. Are you positive you don't have a vacuum leak? Is this a rebuild or swap project?

Check here for an idle system overview
and here for idle troubleshooting

this is the original motor car was running fine started getting worse over time until it finally came to the point you cant drive the car.... it just goes to 2.5k rpm and boom its like if i turned off the car.... one of the reason why i take away vacuum leak because even with a vacuum leak pushing down on the throttle will keep the car running... but in this case i touch the throttle car shuts right off

Well I was just fighting the same problem.

Ended up being one of the intake gaskets so I just replaced both. Fixed the problem right up.

Now I am just left with a surging idle but it stays running.

Might also check your TPS
