problem with greddy bov

Ok i have an 87 tii and the idle is driving me crazy. It jumps up and down from 1k to 1.5k, and what i have seen is happening is the bov is opening up and then closing. If i hold the flange from opening the idle is fine. but if i tighten the bov then i get compressor surge. I have replaced every vacuum hose and like i said it will idle fine if i tighten the bov. Anyone have any idea whats going on.
