After filling it, start the motor and turn the wheels all the way from side to side a few times, to bleed the trapped air from the system.
The top it up again.

Check the rack boots and the lines that go down to the rack. I have big holes in my lines that are going to the rack.

(when I say lines I'm not talking about hoses, but the hoses could also have holes)

Next check the control electronics connections at the pump & at the control box under the dash.
The steering computer has its own beep codes.
1-beep, pause, repeat - in case abnormality of speed sensor signal:
In case broken wires or short circuits occur to sensors or harnesses, the beep sounds 60-seconds after the engine speed signal of 2200 rpm continues for 18-seconds.
2-beeps, pause, repeat - in case abnormality of engine speed signal:
The beep sounds when the vehicle speed signal is input and no engine speed signal is input (short circuit, broken wire, etc.)
3-beeps, pause, repeat - in case abnormality of stepping motor signal:
The beep sounds when there are broken wires or short circuits in coils or harnesses.
4-beeps, pause, repeat - in case abnormality of the power steering microcomputer:
The beep sounds when there are circuit troubles other than with the micro computer.
5-beeps, pause, repeat - in case abnormality of steering sensor signal:
The beep sounds 60-seconds after broken wire or short circuit occurs to sensors or harnesses when the vehicle speed is above 40Km/h (25 mph).
Continuous beep - in case abnormality of the power steering microcomputer:
The beep sounds if the microcomputer becomes abnormal and cannot control the system.

this may sound a little simple, but check your belt and pulley, if the belt isn't tight or if there oil or anything like that on the pulley the belt may slip. last time i had p.s. trouble that was the problem. of course i didn't figure that out till i spent about four hours running fluid lines and wires and everything else. and if all else fails, toss the pump, loop or block the lines and poof . . . no more p.s. problems!
