if you switch to carb, do you not have to worry about emissions as much? :/ from what i remember in WA, emissions inspections aren't the most lenient, are they?

1. Fuel injection is far superior to a carburetor. Unless a carb is required by the restrictive rules of your racing class, I recommend paying a professional to install and tune a standalone EMS if you are serious about engine performance.
2. A carb swap will not do much without proper exhaust and engine porting. You may as well buy the exhaust and porting first, as it will eat up all of your $3K. You can still run on the fuel injection and convert to a carb later if that is still your goal.
3. Stock Holley carbs do not work well on rotary engines. If you must convert to a Holley, see Racing Beat for carbs that are modified specifically for rotary engines.
4. Rotary engines have a lower vacuum, so they require a carb with a higher cfm rating. That 390cfm carb would be a bit small your engine. See the Racing Beat recommendation list:

Evil Aviator hit the nail on the head(like expected). If you have $3000 to spend, a good port job and free flowing exhaust will make more power than just about anything else. If you have any money left over from that look into some sort of EMS to take advantage of your much more freely breathing engine(something like rtek stage 2 is fairly inexpensive).

Er, with $3000 to spend you could probably find a running TII.

With "Turbo = Pathetic" in his profile, I am thinking that he probably does not want to go that route, lol.
