Oxygen sensor reading all the way lean, all the time

Oxygen sensor reading all the way lean, all the time

Finally got my car all back together, and only have one slight problem. During the "surgery," I had to remove the exhaust, as well as the O2 sensor. When I took the O2 out, I wrapped it in a paper towel and left it on the floorboard of the car. From what I could tell, it had been removed before, because the wire was cut and spliced. I just cut it where it was spliced, and took the sensor out. While the sensor was out, the wire going into the plug for the O2 sensor fell out of the plug, so I just spliced it there. I put the O2 back in, and re-spliced the wire again. The problem is, that according to my turbo timer, the O2 sensor is reading 0.01v all the time, no matter what. It never blinks to show that the sensor is warming up, it just gives that reading. Is the sensor probably toast? The only exhaust on the car right now is the stock downpipe, I don't know if that would affect it or not. Any help is appreciated.

What happens after the o2 sensor shouldnt effect it. But since the sensor is a lot closer to the open air with jsut a DP, it certainly could read lean, but with the pressure of the exhaust i doubt it. A new sensor is like 20, its probably toast.
