Loop lines - buy a split air block off plate. drill and tap a hole in it, then put a npt/ntf/an to hose connector into the hole. buy hose and clamps.. attach other end of hose to coolant return from the turbo.
Block off- buy split air block off plate. attach.
tap the coolant return out to accept a brass fitting. use that to block it off.
don't forget to use a little silicone to seal the block off plate in either application.

the other question i have is, will this bend on the comp.wheel significantly effect it?

lol people are missunderstanding what you are asking, there are two types of cooling when it comes to turbos, oil cooled and water cooled, water cooled turbos have an oil in/out and a water in/out line the oil in/out is for lubricating the turbo's bearings and the water in/out is for cooling the turbo, with an oil cooled turbo it only has a oil in/out, the turbo is cooled and lubricated by the oil alone, so you always need the oil line hooked up any time you are running a turbo, water cooled or not.
your turbo (like you stated) is oil cooled (having only oil lines) if you putting that on a TII then use the stock oil lines going to the stock turbo to plum them into the To4 and cap off the the water lines going to the stock turbo.
if this is going on a n/a then you'll need to add oil lines, most people buy a sandwich plate and pull the oil from there and drain to the oil pan.

He has an oil only turbo, like my old T-70
It's a lot easier and less time consuming to just cap off the lines. Looping the lines just gives you another rubber coolant hose to fail. Plus it looks uglier imo
so buy a "split air" block off plate, make a little silicone gasket for it. Attatch it to where the water pipe for the stock turbo connects on the LIM.
then take a tap, and add threads to the inside of the turbo coolant inlet, be sure to clean any metal shavings.. buy a brass plug/bolt with matching threads, and install. Unfortunately I don't have any pictures, but if you have your emissions removed (or have seen what that looks like) it just looks like there is one more plate.
if you still need help, I'll get out and take pictures tonight on my car when I get off work

I am not sure on the price of re-balancing. I just bought a Stage one from BNR..
but he charges 300 for regular rebuilds.. so in that neighborhood for quality work.
here's the pics.
the first one is from when I had my T70 setup. You can clearly see all three block off plates on the Lower Intake Manifold. The bottom most one is the turbo coolant feed. Split air block off plates fit just fine here.
this second photo, is from my car as well. I have a nice brass fitting in there now.. Just stuck a bolt in to stick a bolt in.. the lower radiator hose is right there.. you can see the exhaust manifold and the omp block off plate.. to give you a reference for location.
hope that clears it up!
oh

What did that come off of anyhow? I don't think it was ment for a car, the inlet on that thing is insanely thick! looks like a tractor turbo or something IMO.

the a/r has nothing to do with the name of the turbo as you can see from the link below, you can get the 60-1 in a wide array of a/r's and housings.

ok so i went back and looked at the t04e, which is what i was told it was, and its a 57 trim
that larger portion on the front was added by the original owner to use a larger filter
well cool, i got down the coolant block off
but i guess im going to have to get a different wheel and balance
