Oil on charge pipe/ Turbo inlet wtf?

I just finished full emissions removal and some engine bay tidy-ing.
One of the problem areas was the short hose that goes from the turbo to the charge pipe. It had started to melt and become soaked w/ oil
. It was not factory, just some crap the PO slapped on.
I cleaned everything up, got a new section of hose and rerouted the PCV system as per that S4 TII emissions removal diagram that seems to be floating around.
1 day later I notice oil dripping down the charge pipe and begining to coat my new section of hose! what gives? There is also a small amount of oil sitting in the turbo inlet. There is no shaft play, and zero smoke.
At first I figured the oil was getting in through that metal check valve on the TID but that has been removed and sealed w/ a bolt.
Where is all this oil coming from and how do I make it stop !?!

I was under the impression (..perhaps a misguided one) that when the oil seals went bad in a turbo, it dumped oil into the exhaust which caused smoking. Is that way off base?
We frequently rebuild FC turbos if you are looking for a rebuild...

it actually pushes the seal of the turbo out just enough to let oil by but, should only do it suring boost. make sure everything is tight and also try a catch can to relieve sum pressure.
