Is this normal? Cold idle question.

When it is cold out (now), and it starts up, my GTU runs at high rpms which I know is normal. However, I've recently noticed (from a large gust of wind blowing it in my face) that it smells REALLY rich. Not burning white or anything, just the potent smell of unburnt gas. Is this just normal?

Also as a side note, when I turn my variable resistor clockwise (richer and to higher rpms), the idle actually decreases (counter clockwise increases), which is the opposite of what's supposed to occur. Any ideas?
