no flow in heater core hoses

Ok im having a problem. I have no heat right now and i heard it may be the logicon but decided to check the heater core and see if that was it..

we stuck a water hose on the <IN> of the hose and turned on the water for it to blow <OUT> but it doesn't even move...no water came out..so we tried from the <Out> to the <In> and it worked...is there a valve or something? we even tried with an air horse and there was no air at all from the in to the out...

we thought the heater core was clogged so we tried using some rad treatment and that didn't work...it was still clogged..

anyone know what could be wrong?

yeah, my temp wouldn't go up so i had to replace the thermostat.. we also checked the coolant to make sure it wasn't clogged but it turned out to be the thermostat.. but also check your logicon.. my car is rigged to open and close manually..
