No boost? WTF?

No boost? WTF?
'88 10AE.
Car is running PERFECT now, but I just noticed a new problem:
according to the stock boost sensor (and the butt-dyno) I'm not seeing more than 1-2PSI of boost at any time, even when I brought it from 2500RPM to redline in 3rd.
WTF is going on here?
Turbine spins freely, and I can't find any serious vacuum leaks (and wouldn't one have to be pretty damn serious to prevent almost all boost?
could my wastegate be stuck open or something?
I had plenty of boost yesterday morning, and the day before.
I ran with a (nearly) open exhauast for a bit yesterday (had to get to the parts store to get a gasket) and boost seemed to climb just fine then. Really fast, and a good amount (I let off when I hit maybe 7PSI... not much past stock.. juat wanted to hear the turbo sounds, they sould SO COOL)
Anyways, anyone have any ideas? help!

There was a vaccume line on the intercooler that seemed to have poped off under the pressure because we dident put the clip back but thats back on and it still has the same problems. we will look harder for any other leaks.

checked EVERWHERE, no leaks. WTF? Anything that could be causing this?
There's also a squeak or something, but I'm reasonably sure that it's from my air pump, not my turbo. It sounds like I ran over a little girl and she's screaming, or something.

it boosted VERY well with the minmal exhaust.
it boosted decently before the exhaust removal. (5-6PSI)
it boosts VERY LITTLE now. it's SLOW AS ***. Really. VERY slow. like 0-60 time of 12-13 sec, instead of 7 or 8 or whatever stock is
boost gauge (the stock one) goes to just past the zero, I know it's ***, but it is showing lack of boost, and it can do that much.
I'm reasonably sure that no giant vacuum leaks have magically appeared in the last 24 hours, but you never know... all the lines are on, and it runs fine otherwise (idle is funky, but everything else is OK)

yes, I'm back home. I think I'd describe my booost now as intermittent, too... I hope the turbo I bought wasn't bad! augh!
I have FULL BOOST now... 2/3 up the stock gauge, maybe a little less. car is MUCH faster, but still slow as ***... I topped out at maybe 160kph (100mph).. this sound like a clogged cat to anyone?

stupid reset form button.. dammit!
The car runs out of power above 5 grand, too.. much past that and there isn't much at all.. by 6000 its totally out of power and it seems like in 2nd or 3rd it wouldn't even get to redline.. no power up high at all... sound like clooged cat? or what? help!
