Yes they do indeed have a rev limiter in the ecu. On my old s5 N/A it would rev out to 9,011 RPMs according to the SAFC.

anything can harm an engine, but in the case of removing carbon from the rotor or chamber walls, no matter how it happens, can most definitely harm the engine. NOT a guarantee to harm it, but it's possible. carbon deposits are cruel to rotaries and the water treatment is often said to be the safest way to get rid of carbon deposits without tearing the motor apart.
It's called a 2-step rev limiter. It only works when the clutch is all the way in and the car is not moving. Once the car is moving the regular rev limiter will work. Basically it is a controled miss fire. It cuts ignition insted of fuel so the excess unburnt fuel is ignited in the turbo manifold spooling the turbo. It is used to get full boost off free revs, and it eats turbine wheels.
Here to sum it down this is what would happen. Your car would be parked and it would also be running. What you would do is just slam on the gas and it would not move it would be in neutral the whole time. What the car would only do is just red line and would basically go rununununununununununununununun. I hope this kinda helped.
