Rotaries add oil into the mixture of air and fuel into the engine to lubricate the system. So about every 1000 to 3000 miles you use up to a quart of oil. If it burns up more than that you should see if you have a leak first.

oil rings? if you rev your car up to 4500RPMs does the smoke come out in excessive amounts?
Download the FSM also. Post #8 in the FAQs (i've posted this at least 5 times in the last 2 day.)

pushing s##t up hill
a new cat will get some o the emissions down, but also try a new set o plugs, an oil and filters, getting the injectors cleaned can also make a huge difference, im not familiar with canada but its all the same ***** in the end
Get your timing checked as retarded can cause extra hydrocarbons too, alot of simple serviceing can solve these things, throw some new ignition leads at it if they are old as well, as some small missfires that are hardly noticable can hurt the tests results
Get the oil pressure tested first, guages are faulty at best of times

How can you be sure?
Pull the spark plugs and look at them...
If the oil control rings are the culprits, the spark plugs will tell you...
(With the exception if the turbo compressor side pukes so much oil, but pulling the intercooler hoses will confirm this.)
So...
1) Pull IC hoses and check for oil.
If that's clean, then...
2) Pull spark plugs...

It probably had Lucas Oil stabilizer in it to cut down on the oil consumption. I tried it some, as my control rings are getting old and my car will smoke if you rev it really high when it is not fully warm.
I do not recommend Lucas oil stabilizer at all, I was not impressed with what it did to my startability.
I expect an engine to smoke with almost 200k on it, so I am ok with it.
Yours sounds to be way worse. Mine will only smoke like that under certain conditions, yours all the time. I recommend a rebuild before carbon lock sets in.
