Need help with a mechanical question.

I have a 1991 rx7 convertible, n/a and I just noticed a hose hanging under the front bumper on the passenger side near the manual light **** thingys. I noticed that it sputters air out of it while the car is running. This may be a retarded question, but what exactly is this? Should it be attached to something? Or am I just worrying over a normally functioning part?

That's the very end of the split/port air dump tube, exactly where it should be, doing just what it should.

It's the ACV exhaust outlet. It travels through a series of tubing and mufflers to quiet it down. As long as it's quiet it is functioning properly and should be left alone.

it should connect to a white plastic muffler mounted on the chassis, which probably got lost while some kid previous owner was working on a "CAI mod".
